Information for Inspectors and Other Authorities Having Jurisdiction

This information is a detailed discussion of Kings III Emergency Communications and its products and services. It is intended as a resource for government agencies, inspectors, code compliance officers, those responsible for developing codes or rules and any authority having jurisdiction or other interested parties to understand what we do.

About Kings III Emergency Communications 
We have been in the emergency communications business for over 15 years. During this time, we have developed various hands free ADA compliant emergency telephones along with the technology required to efficiently monitor and dispatch security telephone calls. We currently monitor and maintain tens of thousands of emergency help phones in the continental US and Canada.

Emergency phone manufacture, installation, maintenance and monitoring are our ONLY businesses. We build ADA compliant security phones that are used in elevators, in Areas of Refuge/Rescue, in commercial stairwells, in parking garages, at swimming pools, on campuses, in fitness centers, on hiking/jogging trails, at athletic facilities, near ATM’s, access gates and more. 

Our services include the installation and maintenance of emergency telephone equipment and the monitoring and dispatch of emergency telephone calls. Because of our in-house engineering team, we are able to make many desired or required equipment modifications quickly and without the usual hassle and cost of outside engineering.

About Our Monitoring Centers
Our monitoring center is not unlike the typical small PSAP 911 call center. We use Red Cross CPR Certified operators who only answer emergency calls. We are not an answering service but are rather a dedicated emergency call monitoring and dispatch center. While we are readily capable of monitoring burglar and fire alarm systems we have chosen to focus solely on emergency telephone monitoring. Our technologies allow us to make three-way calls to connect the emergency caller/first responder directly to an EMT so that medical assistance may begin before the arrival of the ambulance.

Redundancy

E911 Enabled 
It is important to note that our service is Enhanced 911 ("E911") enabled. This means that ANI and ALI identification information is available to E911 enabled call centers. 

About our ADA Emergency Elevator Telephones
 Our ADA elevator phones represent the latest in code compliant emergency phone solutions. The phones are available in many mounting styles but all are hands free two-way telephone devices. Some are telephone line powered while others are powered through 110VAC with DC battery back up. Our phones can transmit DTMF tones to establish communication with most central monitoring facilities or they play a recorded voice location message for use when calls are routed to on-site guards or directly to 911. 

Consolidating Telephone Lines
Any of our emergency phones can be used with a consolidating emergency telephone dialer that enables multiple emergency telephones to operate over a single telephone line. This patented technology makes it possible to have multiple telephones share a phone line and yet have all phones work simultaneously as ASME and IBC codes require. Furthermore, this system can actually seize an existing telephone line such as a fax machine line, which eliminates the need for and the expense of dedicated emergency telephone lines. Telephone line seizure is discussed in more detail below. Our newest consolidators have built-in support for machine room telephone/intercoms and lobby/fireman’s phones. We are also the only company offering back up phone line seizure and reporting (patents pending) enabling the emergency phones to work even though the primary phone line is down. This feature will also notify us when the primary line is down so that corrective action can be taken to restore the line.

Stairwell, Area or Refuge and Fitness Center Emergency Phones
We also offer various models of emergency phones for use in stairwells of commercial buildings as required by the International Building Code 2003, Area of Refuge/Rescue phones as required by the Americans with Disabilities Act, and fitness center help phones required by many liability insurance companies. The model range includes surface mount designs in brushed stainless steel and flush designs in red powder coat or stainless steel. These phones can also utilize our patented telephone line consolidating dialer and line seizure technology to reduce dedicated emergency phone line expenses. Use of these phones is not restricted to the uses detailed in this paragraph. We have a phone model for nearly any indoor or outdoor location.

About Our Swimming Pool Area Emergency Telephones
Our swimming pool emergency telephone systems come in a variety of housings and two communication types, landline and cellular. The overwhelming majority of these phones utilize a seized telephone landline. The balance utilizes digital cellular technology. In general, we utilize a landline that we know the property management company will continue paying for. Usually this is a fax line.

Because property management companies change so frequently, it is possible a dedicated emergency telephone line would be accidentally disconnected during a management change because there is so little traffic on the line. By using a fax line, we know that incoming management will maintain it, as it is the published fax number for the property. With our cellular models, we are assured of service continuity because we are paying the cellular bills. 

All of our pool emergency phones are rugged by design. Our patented systems are better isolated from lightning and power surges than competing models and are housed in weather and vandal resistant cases in order to assure that the phones are operable when needed.

Test Calls Initiated by Pool Emergency Telephones
To further ensure that our pool emergency telephones are working properly, they are programmed to send a weekly test signal to our call center. This call is automatically recorded and logged in the permanent account history of each phone. Anytime one of these phones “Fails to Test” an event exception notice is automatically displayed to an emergency operator who immediately starts a process to determine why the phone test did not occur and to rectify the problem. 

About Our Emergency Tower Phones
We also manufacture tower and wall mount telephones for use in parking garages and parking lots and along hiking/jogging trails, golf courses, athletic fields, beaches, parks and greenbelts. These phones are rugged, powdercoated steel and are available in custom colors. Any of these phones can be configured with locating beacons and strobe lights and are available in landline, cellular and solar powered cellular models. The solar/cellular models are ideally used in locations where landline telephone service and electricity are not available such as beaches and hiking or biking trails. Our cellular technology is discussed further below.

About The Cellular Versions of Our Landline Emergency Phones
Our cellular model is unlike anything our competitors use and operates in such a way as to eliminate many of the shortcomings of cellular emergency phones. First of all, our current cellular models use an integrated cellular transceiver module that is actually directly connected to the hands free phone device. It is vandal resistant and nearly indistinguishable from our landline hands free phones. It uses un-switched 110VAC power and is backed-up by an auto-recharging DC battery. Like all of our phones, the cellular models transmit location and account information directly to our call center computers which translates the data and places the calling party account, location and dispatch information directly on an available operator's monitoring screen before we even answer the call.

Because the phone is transmitting digital location information we have actually programmed into the phone, we do not need to "catch the caller I.D." of the cell phone. We already know it because of the programmed data transmission. This eliminates the "Out of Area" calls some cell phones display. Furthermore, we actually use an “Activated” cell module. As you may know, the FCC requires that even "Inactivated" cell phones be capable of calling 911. Many of our competitors use "Inactivated" cell phones because there is no per minute usage charge associated with a 911 call. The problem is that "Inactivated" cell phones do not have a phone number associated with them so emergency operators cannot call the phone back. We only use ACTIVATED cell modules and therefore our phones have phone numbers and can be called back!

About Telephone Line Seizure
Our telephone line seizure technology is part of a patented method of securing a phone line for use by our emergency phones. We are the only company that offers True Telephone Line Seizure. Our competitors can only seize a phone line that is either currently on hook or is off hook placing an outbound call. Our technology seizes the line regardless of the on hook state and is able to seize off hook outbound or inbound calls.
 
As an example, if our competitors were seizing a fax line that was receiving a fax at the time the emergency telephone was activated, the emergency call would fail. This is because in the US and Canada, the Public Switched Telephone Network operates using Calling Party Control. Which means that the person or device that placed the call is in control of the connection. Our technology makes it possible to seize control of the line in this circumstance so our emergency call would not fail.
